The EC has issued a final warning to the automotive industry and governments across Europe that it intends to mandate the fitment of eCall to all new vehicle models by 2014 at the latest.
SBD has been saying for some time now that eCall in Europe is inevitable. However, the protracted discussions and negotiations have only helped to fuel the uncertainties surrounding eCall and it is no coincidence that vehicle manufacturers have not launched a single new telematics service in Europe for the past 5 years.
Looking forward, the prospect of legislation will finally provide the level of certainty that the automotive industry has been looking for. Proactive vehicle manufacturers will use eCall as a platform for a range of value-added telematics services aimed not only at improving safety, security and convenience, but also at enabling an on-going relationship with the customer and the car.
Last week’s announcement coincides with the passing of the EC’s original target of having a public eCall service up and running by mid-2009. It also signifies the likely failure of the voluntary approach that the EC hoped would result in vehicle manufacturers and Member States agreeing to eCall without the need for legislation.
The EC’s new tough approach will kick-in if, as SBD expects, the key stakeholders don’t suddenly put their objections to one side and reach an agreement by the end of 2009. Instead, it now seems almost certain that eCall will be introduced in Europe through the regulation and Type Approval path.
